In its hard-shelled but soft-centred look at the guy's and dolls of Damon Runyon's Broadway world, this "Musical Fable" relates the tale of how Miss Sarah Brown of the Save-a-Soul Mission saves the souls of assorted Times Square riffraff, while in the process losing her heart to gambler Sky Masterson. A second romance involves Nathan Detroit, the organizer of the oldest established permanent floating crap game in New York, and Miss Adelaide, the featured attraction at the Hot Box nightclub, to whom he has been engaged for 14 years. The idea for the musical originated with producers Feuer and Martin. Their initial librettist was Robert Carson, who was succeeded by Jo Swerling, and finally Abe Burrows with Swerling always credited as co-author. Because Loesser wrote his songs to fit the Swerling libretto, Burrows had to write his libretto to fit the songs.

Among actors originally sought for the Ieads were Ethel Merman, Tony Martin, and Frank Sinatra.
